Inland Empire Health Plan (IEHP) has been recognized by the Centers for Medicare and Medicaid Services (CMS) as a trailblazer when it comes to transforming healthcare access and support across its home region of southern California.
And now, it’s also a pioneer when it comes to the unprecedented sharing of data, which enables systemwide efficiencies, improved patient outcomes and better care quality for its membership base of 1.5 million people.
The leaps forward come in large part due to IEHP’s use of The dbMotion™ Solution from Altera Digital Health, an interoperability platform that integrates discrete patient data from diverse care settings regardless of the original data source.
In IEHP’s case, that means data flowing in from more than 100 unique interfaces coming from 28 unique facilities, including hospitals, physician offices, labs and radiology partners and a user base that ranges from pharmacists, nurses, care coordinators and clinical analysts.
“Right now, we do quite a bit of data integration outside of dbMotion, but what we did with dbMotion is connect it to our local Health Information Exchange (HIE) so all our HIE data will eventually flow through there,” said Shawna Sanchez, Business Process Engineer for IEHP. “To date, we have data from 12 health systems flowing to dbMotion as well as our high-volume lab and radiology vendors.”
The game changer: Real-time data
Previously, IEHP relied on faxes and other methods to obtain patient data for hospital admissions documentation.
IEHP team members would also visit provider sites to collect information.
Sounds like a lot of work? It was, Sanchez said.
“dbMotion helped us figure out how to get real-time data in efficient and innovative ways. As a health plan, it can be a big challenge to gather real-time information to continue to administer timely and quality care for our members. dbMotion helps us do that,” she said.
“Through the dbMotion platform, we receive lab results within a few hours of the results being available and in plenty of time for the member’s doctor appointment,” Sanchez continued “We know exactly where the service was provided, what the results are, and if we need further documentation, we know exactly where to go.
“Real-time data is such a game-changer for health plans. It’s a critical way for health plans to stay connected to member care.”
“Our providers can see social determinant of health data come in on a consolidated, clinical document architecture, which is a real-time view of a patient’s chart. Equipping providers with the data and information they need helps them do proactive work and stay on top of things. This technology has been a game changer for our health plan and our providers.”

New projects, better results
In addition, IEHP integrated dbMotion with Altera Care Director to upport Enhanced Care Management program from Cal Aim, a new state initiated program that now has grown to 120K members qualified.
“We were able to accomplish one of the fastest and most successful implementations we have seen. There was a great deal of collaboration and teamwork between IEHP and Altera that enabled complete system configuration in 45 days and a successful go live. It was quite amazing watching it all happen and being a part of it,” Sanchez said.
